Barry Smitherman, former chairman of the Railroad Commission of Texas and the Public Utility Commission of Texas, will join Vinson & Elkins effective April 1 as a partner in its nationally renowned Energy Regulatory practice.

Mr. Wilson’s practice focuses on financial institutions, with particular emphasis on mergers and acquisitions, securities offerings, and regulatory compliance. In particular, John advises his clients on matters related to the acquisition or sale of existing financial institutions, the acquisition, sale, establishment and relocation of branch offices, and both public and private debt and equity security offerings.
