Morgan Lewis today announced that Charley Moore—a leading oil and gas litigation and regulatory practitioner who is a former General Counsel of the Federal Energy Regulatory Commission (FERC)—has joined the firm as a partner in its Energy Practice, resident in Houston. His practice encompasses state and federal court litigation, federal and state regulatory matters, and energy-related gas and power transactions.

“Charley has been involved in some of the most complex matters in the oil and gas industry,” noted Kathryn Sutton, leader of the Energy Practice at Morgan Lewis. “Paired with our existing regulatory, energy litigation, and transactional capabilities, as well as longstanding relationships in the energy industry, he will be a tremendous asset to our clients.”

In addition to his former government experience as chief legal officer of FERC, Moore has also served as energy advisor to the governor of Texas and as the Texas official representative on the Interstate Oil Compact Commission. He has litigated some complex market manipulation cases. He also has handled rate, tariff and certificate cases affecting both natural gas and oil pipelines.

Moore’s capabilities on the federal and state regulatory fronts are considerable, having litigated proceedings before the Alaska Regulatory Commission; the Texas Public Utilities Commission; and the Texas Railroad Commission. He also has tried numerous disputes concerning upstream, midstream and downstream oil, gas and power transactions in state and federal district courts across numerous states; and also has extensive experience in private energy-related arbitration proceedings.

On the transactional front, Moore has worked on LNG upstream gas supply and transportation issues; liquefaction and terminal facilities; and the development of gas storage facilities, as well as natural gas and power purchase and sale transactions. In addition, he has experience with government privatization of oil and gas assets and cross-border natural gas transportation facilities.

Moore joins a comprehensive Energy Practice that, for more than a century, has provided a broad range of corporate, finance, transactional, regulatory, and litigation services to major domestic and international entities in every sector of the energy market—electric, nuclear, oil and gas, renewable energy, and water.
