Jackson Walker LLP is pleased to welcome Wes Strickland to the firm as a partner in the Environmental and Legislative practice group. Mr. Strickland will work in the firm’s Austin office and focus on permitting, development and financing of water and other infrastructure projects across the United States.

Mr. Strickland represents private water companies, municipal utilities, financial institutions and landowners in developing and financing new water projects. He has a significant focus in the public-private partnerships (P3s) space, and has served for several years on the board of directors of the National Council for Public-Private Partnerships.

Texas is on the cusp of a new era in water development. Last fall, voters approved a $2 billion cash fund for the Texas Water Development Board to use to provide credit enhancement and other financial incentives to finance billions of dollars in projects from the State Water Plan. While the fund will principally be accessed by public entities such as cities, water districts and non-profit water supply corporations, private entities are expected to assist in the development of new water projects in partnership with public entities.

Mr. Strickland is a former Captain and Judge Advocate with the United States Marine Corps. He holds a B.A. from Yale University, and a J.D. from the University of North Carolina at Chapel Hill. He is licensed to practice law in California, Texas and New York.

Mr. Strickland is the author of PrivateWaterLaw, an active blog on current issues of interest in the private water space, and a frequent speaker and writer on related issues.
