Jackson Walker L.L.P. partners voted on May 29, 2012, to open a Texarkana office to be led by the Honorable David Folsom, former Chief Judge of the United States District Court for the Eastern District of Texas.

The decision to open an office in Texarkana was a natural one for a firm so immersed in intellectual property and patent litigation matters in the Eastern District. Over the past five years, Jackson Walker has appeared as counsel of record in more than 60 patent cases in the Eastern District, and the firm’s IP litigation practice continues to expand.

“We have a number of first-rate patent trial lawyers who are extremely well-versed in the ins and outs of the Eastern District,” said Bob Latham, a partner at Jackson Walker and head of the firm’s Intellectual Property Litigation group. “The addition of Judge Folsom’s experience and knowledge to our team will make us even stronger.”

Judge Folsom retired from the federal bench in March of this year. He was appointed by President Clinton and confirmed by the Senate in 1995, and he served for 17 years in the Eastern District. During his time on the bench, he presided over numerous patent litigation trials and Markman hearings, including many high-profile cases such as the patent dispute between TiVo and Dish Network regarding television recording devices. In total, he conducted over 250 trials, presided over hundreds of patent cases, and held approximately 75 claim construction hearings.

After his retirement, Judge Folsom was pursued by several firms, but ultimately made the decision to join Jackson Walker as a partner. He will be significantly involved with the firm’s litigation practice, particularly intellectual property litigation matters, bringing his expertise and insight to cases both in and out of the Eastern District. His practice will also include conducting mediations and arbitrations, with a primary focus on mediating patent cases.

Prior to his appointment to the federal court, Judge Folsom was a deputy prosecuting attorney in Lafayette County in Western Arkansas and an attorney in private practice. An Arkansas native, he earned his bachelor’s degree from the University of Arkansas in Fayetteville and his J.D. from the University of Arkansas School of Law.
